Sir,

I have the honour to submit for your approval certain increases in the pay and pensions of the Indian Police Force of this Colony which were sanctioned with effect from July 1st, 1922, subject to your approval, by Sir R. E. Stubbs prior to

his departure on leave. The present scale of salary is as shown

on the accompanying statement.

Certain proposals for a general increase of salary

in the Indian contingent were submitted by the Captain Superinten-

-dent of Police in October, 1921, but were not received in

sufficient time to allow of their consideration for the 1922

Estimates. The arguments advanced in favour of these proposals

were:

(a) that salaries were inadequate, considering the duties

and responsibilities involved,

(b) that the increases granted to the Indian Police at the

time of the revision of salaries were not equal to those granted in other Departments and in other Police Forces employing Indian Police, and

(c) that without doubt the present scale was not sufficiently

high to keep the Indian officers and men from being discontented and possibly disloyal, a state of things which, at all times highly undesirable, is particularly

so at the present time.
